MUNICIPAL CHARTERS

RESOLUTION NO. 1-87

Resolution of the Mayor and Council of Manchester, Maryland,
pursuant to the authority of Article XI-E of the Constitution of
the State of Maryland, and Section 13 of Article 23A of the
Annotated Code of Maryland, entitled "Corporations - Municipal,"
as that Section was enacted by Chapter 423 of the Acts of the
General Assembly of Maryland, 1955, entitled "A RESOLUTION TO
AMEND THE CHARTER OF THE TOWN OF MANCHESTER, BY REPEALING SECTION
C3-4 AND ENACTING NEW SECTION C3-4 IN LIEU THEREOF TO STAND IN
PLACE OF THE SECTION REPEALED, TO CHANGE THE DESIGNATED DAY FOR
THE NEWLY ELECTED COUNCIL TO HOLD ITS FIRST MEETING FROM THE
FIRST MONDAY FOLLOWING ITS ELECTION TO THE SECOND WEDNESDAY
FOLLOWING ITS ELECTION AND TO PROVIDE FOR EXECUTIVE SESSIONS OF
THE MAYOR AND COUNCIL UNDER CERTAIN LIMITED CIRCUMSTANCES."

Carroll County, as found in the compilation of Municipal Charters
of Maryland (1983 Edition), repealed.

RESOLUTION NO. 33-87

ANNEXATION OF
DAVID F. AND MARY C. DELL PROPERTY

WHEREAS a Petition has been presented to the Mayor and
Council of the Town of Manchester to enlarge the Corporate
Boundaries of said Town by the annexation of a parcel of land
contiguous to and adjoining the existing Corporate Boundaries of
said Town; and

WHEREAS the Mayor and Council have caused to be made a
verification of the signatures upon said Petition and have
ascertained that the persons signing the Petition represent at
least twenty-five percent (25%) of the persons who reside in the
area to be annexed and who are registered voters in County
elections in the precinct in which the territory to be annexed is
located, and the owners of at least twenty-five percent (25%) of
the assessed value of the real property located in the area to be
annexed;
