(k) The members of the Council may not receive any
compensation for their services. The public members may be
reimbursed for the reasonable expenses incurred in the
performance of duties, in accordance with the standard
travel regulations, and as provided in the State budget;

(2)  The Council shall advise the Governor on:

(a)  The development of a comprehensive. State
policy on food and nutrition and, as necessary, subsequent
modifications or revisions of that policy;

(b)  The promotion and coordination in cooperation
with other federal, State, local or private agencies, of
unified programs for education, prevention and treatment of
malnutrition and poor dietary habits;

(c) The review of existing and planned food and
nutrition programs among the public and private sectors,
identifying discrepancies and overlap of programs;

(d) The promotion and development of a
public-private partnership to identify and address the
nutritional needs of Marylanders.

(3)  The Council shall submit an annual report on its
activities to the Governor.

(4)  The Department of Human Resources, in conjunction
with the Department of Education, shall provide the Council
with necessary staff and resources as feasible.

GOVERNOR'S COMMISSION ON HEALTH CARE POLICY AND FINANCING

WHEREAS, The State of Maryland is concerned with protecting and
enhancing the health of all the State's citizens; and

WHEREAS, Dramatic changes are occurring in the way health care is
financed, organized and provided in Maryland and the United
States; and

WHEREAS, The changing role of the Federal government in financing
and structuring the health care system presents the State
with new problems and opportunities; and
