WILLIAM DONALD SCHAEFER, Governor

WHEREAS, The growth in the cost of hospital services jeopardizes
Maryland's ability to retain its Federal Medicare waiver and
the attendant Federal revenues; and

WHEREAS, The aging of the State's population will increase the
demand for health care services; and

WHEREAS, Many Marylanders lack adequate health insurance and have
difficulty obtaining needed health care; and

WHEREAS, There is a need for the State to review the disparity of
health services to all citizens and develop a visionary,
strategic plan which will insure that all Marylanders have
access to quality health care at a cost affordable to
themselves and the State;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER:

A.  Governor's Commission.

There is a Governor's Commission on Health Care Policy
and Financing.

B.  Membership and Procedures.

(1)  The Governor's Commission shall consist of up to 13
members appointed by the Governor.

(2)  The Governor shall appoint the Chairperson of the
Commission.

(3)  The Commission shall include Subcommittees on Long
Term Care, Uninsured Persons, Mandated Health Insurance
Benefits, and such other subcommittees as the Governor deems
necessary to study specific issues of health care policy and
financing.

(4)  The Subcommittees on Long-Term Care, Uninsured
Persons, and Mandated Health Insurance Benefits shall each
consist of up to 15 members appointed by the Governor.

(5)  The Governor shall appoint the Chairperson of each
Subcommittee.

(6)  The Commission shall supervise the work of each
Subcommittee.

(7)  The Governor may remove any member of the
Commission or its Subcommittees for any cause adversely
affecting the member's ability or willingness to perform his
or her duties.
