WILLIAM DONALD SCHAEFER, Governor

[(c)] (3) May not operate programs or provide
services directly to eligible participants, but shall,
subject to the approval of the Governor and to the extent
consistent with law, review, coordinate, and monitor the
provision of employment and training programs and services
within the State.

D.   [4.] (1) The Council may establish an Executive
Committee composed of 2 or more members of the Council
appointed by the Chairperson.

(2)  The Council may delegate to the Executive Committee
any of the powers of the Council except those powers which
are required by law to be exercised by the Council.

(3)  The meetings of the Executive Committee are subject
to the provisions of Section [3(b)] C.(2) of this Order.

E.   [5.] Funding for the Council shall be provided pursuant
to the applicable provisions of the federal and state Job
Training Partnership Acts, the Vocational Education Act of
1963, as amended, and the annual State budget, including
amendments to the budget approved in accordance with law.

[6. Executive Order 01.01.1983.08 is hereby rescinded and
is superseded by this Executive Order.]

COMMUTATION
MARIA DAVIS (ALSO KNOWN AS MARY GILMORE)

WHEREAS, Maria Davis (also known as Mary Gilmore), Grantee has
been convicted of two counts of Escape and was sentenced to
10 days and 30 days imprisonment on August 10, 1987,
Indictment Numbers 33041 and 33042, respectively, in the
Circuit Court for Anne Arundel County; and

WHEREAS, During the 14 years Maria Davis (also known as Mary
Gilmore) was a fugitive from Maryland, she established a
positive and constructive reintegration into her community
and proved herself able to adjust as a rehabilitated and
constructive member of society; and

WHEREAS, Article 41, Section 107(d), of the Annotated Code of
Maryland requires that a commutation of sentence must be
evidenced by a written Executive Order signed by the
Governor under the great seal of Maryland;
