EXECUTIVE ORDERS

EMPLOYMENT DEVELOPMENT; and [shall]

(b) SHALL assume and perform all functions and
legal responsibilities of:

(i) [the] THE State job training coordinating
council under the federal and state Job Training Partnership
Acts, as amended;

(ii) [the] THE Maryland Job Service Advisory
Council under the federal Wagner-Peyser Act, as amended; and

(iii) [the] THE State Occupational
Information Coordinating Committee under both federal and
state Job Training Partnership Acts and the federal
Vocational Education Act of 1963, as amended.

B.   [2.] (1) The Council shall consist of 38 members
appointed by the Governor.

(2)  Members of the Council shall be appointed for terms
of 3 years [, except that the terms of 13 of the members
initially appointed shall be 1 year, the terms of 13 of the
members initially appointed shall be 2 years, and the terms
of 12 of the members initially appointed shall be 3 years].

(3)  The Chairperson of the Council shall be designated
by the Governor and may not be an elected official or an
employee of the State of Maryland or any local government.

(4)  The membership of the Council shall be allocated
among the representatives of the groups described in, and in
the proportions required by, Section 122(a) of the federal
Job Training Partnership Act and any rules and regulations
promulgated under that Act, and shall contain in its
membership representatives which meet the requirements of
Section 161(b) of the Vocational Education Act of 1963, as
amended. [A member appointed to the Council under Executive
Order 01.01.1983.08 may, at the discretion of the Governor
and, if otherwise in conformance with this Section, continue
his or her term of service.]

C.  [3.] The Council:

[(a)] (1) Shall meet at such times and such places
as the Council deems necessary in publicly announced
meetings which shall be open and accessible to the general
public to the extent appropriate;

[(b)] (2) May obtain the services of such
professional, technical, and clerical personnel as may be
necessary to carry out its functions in accord with the
appropriate State budgetary and administrative requirements;
