WILLIAM DONALD SCHAEFER, Governor

WHEREAS, On March 26, 1983, Executive Order 01.01.1983.08 was
issued that established the Governor's Employment and
Training Council and designated it as Maryland's State job
training coordinating council under the Federal Job Training
Partnership Act, P.L. 97-300; and

WHEREAS, Chapter 268 of the Acts of 1983 enacted the Maryland Job
Training Partnership Act that established a comprehensive
advisory, coordinating, and planning role for the Council
with regard to employment and training programs and services
in State; and

WHEREAS, On June 17, 1985, Executive Order 01.01.1985.14 was
issued which rescinded Executive Order 01.01.1983.08 and
established the Governor's Employment and Training Council
as a separate unit within the Executive Department; and

WHEREAS, As a result of the reorganization of State government
accomplished during the 1987 Session of the General
Assembly, the Department of Economic and Community
Development and the Department of Employment and Training
were consolidated into the new Department of Economic and
Employment Development; and

WHEREAS, In advising the Governor, the Governor's Employment and
Training Council will continue to play an important role as
an independent Human Resource Development Council; and

WHEREAS, In this capacity, the Governor's Employment and Training
Council will have a coordinating role to supplement the
consolidated programs administered by the new Department
while continuing to advise the Governor; and

WHEREAS, For purposes of administrative efficiency in meeting
these objectives, it would be appropriate for the Governor's
Employment and Training Council to be located within the
Department of Economic and Employment Development to have
access to the Department's administrative services;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, AND PURSUANT TO THE
PROVISIONS OF THE FEDERAL AND STATE JOB TRAINING PARTNERSHIP
ACTS, THE VOCATIONAL EDUCATION ACT OF 1963, AND THE
WAGNER-PEYSER ACT, HEREBY AMEND EXECUTIVE ORDER
01.01.1985.14, EFFECTIVE IMMEDIATELY, AS FOLLOWS:

A. [1.] (1) THERE IS A GOVERNOR'S EMPLOYMENT AND TRAINING
COUNCIL.

(2) The Council [is]:
