There is a Governor's Special Committee on the Port of
Baltimore.

B. Membership and Procedures

(1)  The Special Committee shall consist of at least 17
members appointed by the Governor. Of the members
appointed, the Special Committee shall include:

(a)  2 members of the House of Delegates nominated
by the Speaker of the House;

(b)  2 members of the Senate nominated by the
President of the Senate;

(c)  At least 7 representatives from the private
business sector and the general public;

(d)  4 ex-officio members or their designees from
the following State agencies:

(i) Department of Budget and Fiscal Planning;

(ii) Department of Personnel;

(iii) Department of Transportation; and

(iv) Department of General Services; and

(e)  2 ex-officio representatives from the
Governor's Staff.

(2)  The Governor shall appoint the Chairman of the
Special Committee.

(3)  The Governor may remove any member of the Special
Committee for any cause adversly affecting the member's
ability or willingness to perform his or her duties.

(4)  In the event of a vacancy, the Governor shall
appoint a successor for the remainder of the life of the
Special Committee.

(5)  A majority of the Special Committee shall
constitute a quorum for the transaction of any business.
The Special Council may adopt such other procedures
necessary to ensure the orderly transaction of business.

(6)  The members of the Special Committee may not
receive compensation for their services. The members may be
reimbursed for their reasonable expenses incurred in the
performance of duties, in accordance with the standard
travel regulations, and as provided in the State budget.
