EXECUTIVE ORDER OF JULY 8, 1987

GOVERNOR'S SPECIAL COMMITTEE ON THE PORT OF BALTIMORE
WHEREAS, The Maryland Port Administration was established in 1971
as an agency of State government and given the mission of
increasing the amount of waterborne cargo moving through
port facilities in Maryland; and
WHEREAS, This mission had been held previously by a
semiautonomous unit of government, the Maryland Port
Administration; and
WHEREAS, The level of competition in the port industry has
increased dramatically since 1971; and
WHEREAS, Most of this competition is posed by port agencies that
operate as private corporations or as quasi-public
organizations; and
WHEREAS, Independent consultants studying port operations have
cited the Maryland Port Administration's administrative
procedures as a potentially negative factor that could limit
the Port of Baltimore's future success; and
WHEREAS, The Maryland General Assembly has questioned the ability
of the Maryland Port Administration to compete successfully
against other port agencies while operating as a public
agency; and
WHEREAS, The General Assembly has directed the Maryland Port
Administration to identify those aspects of State agency
status that impede the Maryland Port Administration's
efforts to fulfill its mission, to cite examples where
problems have occurred or could occur, and to propose
solutions to these problems (Report of the Chairmen of the
House Appropriation and Senate Budget and Tax Committees,
1987 Session).
NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING ORDER:
