EXECUTIVE ORDERS
(7) The Maryland Port Administration shall provide
staff support necessary for the completion of the Advisory
Council's duties and as provided in the State budget.
C. Scope of the Special Committee
The Special Committee is charged with:
(1) Investigating the administrative procedures of the
Maryland Port Administration, including those for
procurement, personnel, and budgeting;
(2) Recommending necessary changes to give the Maryland
Port Administration the operational flexibility it needs to
stay competitive, allow the Maryland Port Administration to
maintain its current strong financial position based upon
its relationship to the Maryland Department of
Transportation, and ensure that the General Assembly retains
the necessary oversight for the expenditure of State funds;
(3) Recommending whether the Maryland Port
Administration should remain within the Maryland Department
of Transportation, should be an independent agency reporting
to the Governor, or should be a quasi-governmental agency;
and
(4) Recommending any other changes that would promote
the interests of the State and the Port of Baltimore.
D. The Special Committee shall complete its study and
forward its recommendations to the Governor by November 1,
1987.

GOVERNOR'S ADVISORY COUNCIL ON
ACQUIRED IMMUNE DEFICIENCY SYNDROME
WHEREAS, On May 14, 1987, Governor Schaefer, concerned with
enhancing and protecting the health of all of Maryland's
citizens, appointed the Governor's Advisory Council on
Acquired Immune Deficiency Syndrome; and
WHEREAS, There is a need to expand the membership of the
Governor's Advisory Council on Acquired Immune Deficiency
Syndrome to provide for additional expertise and
participation by concerned individuals;
