Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 855.

This bill establishes a new "State Board of Physician Quality
Assurance" and strengthens the system for medical discipline and
physician competence in this State.

Senate Bill 508, which was passed by the General Assembly and
signed by me on May 2, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 855.

AN ACT concerning

Medical Discipline - State Board of
Medical Physician Quality Assurance

FOR the purpose of strengthening the system for investigating and
handling cases of medical discipline; creating a State Board
of Medical Physician Quality Assurance; providing for the
appointment and membership of the Board; requiring the Board
to perform a preliminary investigation of certain
allegations of medical discipline; providing that the Board
may take appropriate and immediate action in certain cases;
providing that the Board shall refer certain cases to the
Medical and Chirurgical Faculty for further investigation;
requiring the Board to suspend or revoke a license if the
licensee is convicted or pleads guilty or nolo contendere to
certain crimes of moral turpitude subject to certain
