Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 527.

This bill includes on the list of lawful investments a fiduciary
may make obligations issued or guaranteed by the African
Development bank.

Senate Bill 392, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 527.

FOR the purpose of making it lawful for certain persons to invest
in obligations issued or guaranteed by the African
Development Bank; and making this Act an emergency measure.
