SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

11-172.

"Truck tractor" means the noncargo carrying power unit that
operates in combination with a semitrailer or trailer, except
that a truck tractor and semitrailer engaged in the
transportation of automobiles OR BOATS may transport motor
vehicles OR BOATS on part of the power unit.

12-118.

(b) Out of the money remitted to the State Comptroller
under the Maryland Vehicle Law, the State Comptroller shall:

(1) Pay or retain enough to pay:

(i) All refunds of taxes or fees provided for
in the Maryland Vehicle Law;

(ii) The principal of and interest on bonds
authorized by the General Assembly before July 1, 1971 to be
issued to pay the cost of capital improvements for the
Administration;

(iii) The salaries and other expenses of the
State Highway Administration in enforcing Title 24 of this
article;

(iv) The salaries and other expenses of the
Truck Weight Enforcement Division of the Maryland State Police in
enforcing Title 24 of this article, the provisions of Article 81
of the Code on road taxes on motor carriers, and the provisions
