(D) "CONSUMER PRICE INDEX" MEANS THE CONSUMER PRICE INDEX
OF THE UNITED STATES BUREAU OF LABOR STATISTICS, AS OF JULY OF A
FISCAL YEAR, FOR THE BALTIMORE METROPOLITAN AREA FOR:
(1) ALL URBAN CONSUMERS; AND
(2) ALL ITEMS.

(b) (1) Each year, each county public library system that
participates in the minimum library program shall be provided
[$6.75] THE FOLLOWING AMOUNT $7.00 for each resident of the
county, to be used for operating and capital expenses[. The
State shall share in this amount.]:
(I) FOR FISCAL YEAR 1989, $8.00 $7.00; AND
(II) FOR FISCAL YEAR 1990 AND EACH SUBSEQUENT
YEAR, THE AMOUNT FOR THE PREVIOUS YEAR INCREASED BY THE LESSER
OF:
1. 8 PERCENT; OR
2. THE PERCENTAGE INCREASE IN THE
CONSUMER PRICE INDEX DURING THE SECOND FISCAL YEAR PRECEDING THE
YEAR FOR WHICH THE AMOUNT IS BEING CALCULATED.
(2) IF THE CONSUMER PRICE INDEX DECREASES, THE AMOUNT
TO BE PROVIDED TO A COUNTY PUBLIC LIBRARY SYSTEM SHALL BE EQUAL
TO THE AMOUNT PROVIDED IN THE PREVIOUS YEAR.
(3) THE STATE SHALL SHARE IN THE AMOUNT TO BE
PROVIDED IN PARAGRAPH (1) OF THIS SUBSECTION.
[(2)] (4) Any county may provide an amount
greater than its share under the cooperative program, but the
State may not share in the excess.
SECTION 3 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1988.
