(III)  AN INCREASE IN CRIMINAL OR ANTISOCIAL
BEHAVIOR IN THE AREA; OR

(IV)  A DECLINE IN THE QUALITY OF SCHOOLS
SERVING THE AREA.

(B) PROVIDING FINANCIAL ASSISTANCE.

A PERSON MAY NOT PROVIDE FINANCIAL ASSISTANCE BY LOAN, GIFT,
OR OTHERWISE TO ANOTHER PERSON IF THE PERSON HAS ACTUAL KNOWLEDGE
THAT THE FINANCIAL ASSISTANCE WILL BE USED IN A TRANSACTION THAT
RESULTS FROM A VIOLATION OF SUBSECTION (A) OF THIS SECTION.

SUBCOMMITTEE COMMENT: This section is new language derived
without substantive change from former Art. 56, §
230A(a) and (b).

In the introductory language of subsection (a) of this
section, the phrase "attempt to discourage" is added
to conform to the use of the phrase "attempt to
induce" in the revised law.

4-609. SOLICITATION OF RESIDENTIAL LISTINGS.

IF ONE OF THE PURPOSES OF THE SOLICITATION OR ATTEMPTED
SOLICITATION IS TO CHANGE THE RACIAL COMPOSITION OF A
NEIGHBORHOOD, A PERSON MAY NOT SOLICIT OR ATTEMPT TO SOLICIT THE
LISTING OF RESIDENTIAL PROPERTIES FOR SALE OR LEASE BY:

(1)  IN PERSON DOOR TO DOOR SOLICITATION;

(2)  TELEPHONE SOLICITATION; OR

(3)  MASS DISTRIBUTION OF CIRCULARS.

SUBCOMMITTEE COMMENT: This section is new language derived
without substantive change from former Art. 56, §
230B(a).

The defined term "person" is substituted for the
former phrase "real estate brokers, salesmen, dealers,
or their agents", to clarify that the prohibitions of
this section apply to all persons who might violate
this section.

The former broad reference to "transactions involving
residential real estate" is deleted as unnecessary in
light of the more limited reference to the "listing of
