THE COMMISSION SHALL ENFORCE THE PROVISIONS OF THIS SECTION.
FOR THIS PURPOSE, THE COMMISSION MAY RECEIVE COMPLAINTS, CONDUCT
INVESTIGATIONS, ISSUE SUBPOENAS, ADMINISTER OATHS, AND HOLD
HEARINGS.

SUBCOMMITTEE COMMENT: This section is new language derived
without substantive change from former Art. 56, §
230D(a), (b), (c)(1) and (3), (d) through (g), and
(i).

In subsection (a) of this section, the word
"residents" is substituted for the former word
"citizens", to clarify that, while an individual may
be a citizen of the State or the United States, an
individual is not considered a citizen of a city and
that the provisions of this section apply to all
residents of Baltimore City, regardless of
citizenship.

In subsection (c)(1)(i) of this section, the word
"separate", which modified "registries", is deleted as
superfluous.

Also in subsection (c)(1)(i) of this section, the word
"personally", which modified "list for sale", is
deleted as unnecessary in light of the exception in
subsection (c)(2) of this section.

In subsections (d) and (e) of this section, the
references to an "associate real estate broker" are
added in conformity with provisions added throughout
this title to provide a licensing scheme for associate
real estate brokers. See the General Subcommittee
Comment to this title.

In subsection (d) of this section, the phrase
"prospective buyer or renter" is substituted for the
former reference to "person", for clarity.

In subsection (d)(1) of this section, the language
"rent, or sublease" is substituted for the former
defined term "to rent". This language conveys the
substance of the former defined term "to rent" without
the necessity of being defined.

In subsection (d)(1) and (2) of this section, the term
"residential property" is substituted for the former
term "property", to clarify that the provisions of
this section only apply to residential property.

In subsection (d)(3) of this section, the terms
"residential property" and "prospective sites for a
residence" are substituted for the former defined term
