Preamble

WHEREAS, It is the legislative mandate of the Maryland Port
Administration to increase the amount of waterborne cargo moving
through the ports of the State of Maryland; and

WHEREAS, The maritime industry has become increasingly
competitive due to deregulation on the federal level; and

WHEREAS, The Governor appointed a special committee on the
Port composed of business leaders, legislators, and members of
the Executive Branch to study the Maryland Port Administration
and to recommend ways to improve its operations and increase its
ability to respond to changing market conditions; and

WHEREAS, The special committee found that other port
agencies in the United States have substantially more flexibility
