CHAPTER 541
(House Bill 692)
AN ACT concerning
Maryland Port Commission - Budget, Personnel, Powers and
Interaction with Maryland Port Administration
FOR the purpose of establishing a Maryland Port Commission with
specific duties, powers and authority to oversee the budget,
personnel, and operations of the Maryland Port
Administration so that the Maryland Port Administration can
operate in a businesslike manner within the port industry;
assigning related duties and authority to the Commission,
the Secretary of Transportation and the Administration;
establishing the Maryland Port Commission as a procuring
department; requiring the Port Administration to develop a
certain process for involving its employees in the
development of a personnel system; requiring certain annual
reports relating to procurement; authorizing the Maryland
Port Commission to establish procurement procedures and a
personnel program; establishing a contingency fund;
providing for an effective date; and clarifying the duties
of the Deputy Secretary of Transportation; and generally
relating to the Maryland Port Commission.
