WILLIAM DONALD SCHAEFER, Governor                    Ch. 246

to the University of Maryland System and, effective July 1, 1988,
is not subject to or controlled by the provisions of the Merit
System Law but shall have all of the rights and privileges of
classified employees and shall be subject to all policies
affecting classified employees at the University of Maryland.
Except as otherwise provided in this Act, every person who, as of
June 30, 1988, is employed by the former University of Maryland
or the former Board of Trustees of State Universities and
Colleges at a constituent institution or a center or institute
(as defined by this Act) in a position authorized by the State
budget is hereby transferred to the University of Maryland
System, and shall continue to work at such constituent
institution, center or institute with the same retirement status
and
, under employment policies in effect at the constituent
institution, center or institute, as of June 30, 1988, which
policies shall remain in effect until withdrawn, cancelled,
modified or otherwise changed pursuant to law. This Act may not
be construed to affect the status of any individual who is a
qualified University of Maryland police officer or a police
officer employed by an institution under the jurisdiction of the
Board of Trustees of State Universities and Colleges.

SECTION 8. AND BE IT FURTHER ENACTED, That faculty who were
granted tenure before July 1, 1988 at the former University of
Maryland or an institution formerly under the jurisdiction of the
former Board of Trustees of State Universities and Colleges shall
continue to hold tenure at the constituent institution or center
at which he or she was granted tenure. Existing tenure rules,
policies, and statutes in effect on June 30, 1988 at the
constituent institutions shall remain in effect for all faculty
members until new rules, policies, or statutes become effective.

SECTION 9. AND BE IT FURTHER ENACTED, That the positions of
President of the University of Maryland and Chancellors of the 5
campuses of the University of Maryland are abolished by this Act.
The person who, on June 30, 1988, holds the position of President
of the University of Maryland shall become the acting Chancellor
of the University of Maryland System, effective July 1, 1988, and
shall serve at the pleasure of the Board of Regents of the
University of Maryland System. Each person who, as of June 30,
1988, holds the position of Chancellor of one of the 5 campuses
of the University of Maryland or President of one of the 6
institutions under the jurisdiction of the Board of Trustees of
State Universities and Colleges shall become the President of his
or her respective constituent institution, effective July 1,
1988, and shall serve in that position until a successor is
appointed at the pleasure of the Board of Regents. The positions
of Commissioner of Higher Education, Executive Director of the
Board of Trustees of State Universities and Colleges, and
Executive Director of the State Scholarship Board are abolished
by this Act. The person who on June 30, 1988 holds the position
