Ch. 246                                          LAWS OF MARYLAND

of Commissioner of Higher Education shall become the Acting
Secretary of Higher Education effective July 1, 1988 and shall
serve until replaced consistent with § 11-204 11-104 of this Act.

SECTION 10. AND BE IT FURTHER ENACTED, That the terms of
office of the appointed members of the former Board of Regents of
the University of Maryland, the former Board of Trustees of State
Universities and Colleges, the former Boards of Visitors for each
institution under the jurisdiction of the Board of Trustees of
State Universities and Colleges, the former State Board for
Higher Education, and the former State Scholarship Board shall
terminate as of June 30, 1988. Any such members may be appointed
by the Governor to serve on the reconstituted Board of Regents of
the University of Maryland System or on the Maryland Higher
Education Commission.

SECTION 11. AND BE IT FURTHER ENACTED, That, except for the
Secretary of Agriculture, the initial members of the Board of
Regents of the University of Maryland System shall be appointed
by the Governor, with the advice and consent of the Senate, to
serve terms beginning on July 1, 1988. Of the initial members, 3
shall be appointed for a 5-year term, 3 shall be appointed for a
4-year term, 3 shall be appointed for a 3-year term, 3 shall be
appointed for a 2-year term, and 2 4 (1 of which will be the
student member) shall be appointed for a 1-year term.
Thereafter, members shall be appointed for 5-year terms, except
for the Secretary of Agriculture (who serves ex officio) and the
student member (who shall be appointed for a 1-year term), and
except that a member appointed to fill a vacancy in an unexpired
term shall serve only for the remainder of that term. Each
member shall be a resident of this State. Members may be
reappointed, but no member (except for the Secretary of
Agriculture) may serve more than 2 consecutive full terms,
excluding any service on the former Board of Regents of the
University of Maryland, the Board of Trustees of State
Universities and Colleges, or any other board.

SECTION 12. AND BE IT FURTHER ENACTED, That the initial 7
11 voting members of the Maryland Higher Education Commission
shall be appointed by the Governor, with the advice and consent
of the Senate, to serve terms beginning on July 1, 1988. Of the
initial 7 11 voting members, 2 shall be appointed for a 5-year
term, 2 3 shall be appointed for a 4 5-year term, 1 3 shall be
appointed for a 3 4-year term, 1 3 shall be appointed for a 2
3-year term, and 1 2 shall be appointed for a 1 2-year term.
Members may be reappointed, but no voting member may serve more
than 2 consecutive full terms, excluding any service on the State
Board for Higher Education, the State Scholarship Board, or any
other board.
