certain annual report and to submit the statement, plan, and
report to the governing board of the institution for review
and submission to the Commission; establishing on a pilot
basis a College Preparation Intervention Program to raise
the level of academic preparedness of disadvantaged students
who go on to college; providing for the appointment of
certain councils by the Commission; providing certain
remedies for certain violations; providing for performance
bonds by certain institutions; providing for the review of
proposals for new programs or the substantial modification
of existing programs over all institutions of postsecondary
education; establishing a process for the elimination of
unnecessary duplication in existing programs; consolidating
the Board of Regents of the University of Maryland with the
Board of Trustees for State Universities and Colleges into
the Board of Regents of the University of Maryland System;
providing for the membership, qualifications, terms,
compensation, and officers of the Board of Regents;
providing for the powers and duties of the Board of Regents,
the autonomy of the University of Maryland System under this
Act, and the powers and duties of the Chancellor of the
University of Maryland System and the Presidents of the
constituent campuses; establishing the authority of the
Board over the budget of the University and various
administrative requirements; providing for certain reports;
requiring the Board to develop an overall plan; establishing
certain responsibilities over equal educational opportunity;
providing for the authority and responsibility of the Board
of Regents, the Chancellor, and the Presidents over faculty
and administrative personnel; providing for tenure and other
benefits; requiring the Board to establish certain councils;
encouraging public institutions of higher education to
promote private fundraising; authorizing the Presidents to
make use of a campus security force or building guards;
maintaining the status of Morgan State University and St.
Mary's College of Maryland and providing for the mission and
a plan for Morgan State University; altering the State share
of expenses for the community colleges and the amount of
certain grants; requiring the State Board for Community
Colleges to develop a plan that implements the mission of
the community colleges; altering the calculation of
authorizing, under certain circumstances, the Maryland
Higher Education Commission to alter to recommend certain
reductions in the calculation for State aid to the
independent nonpublic institutions of higher education;
merging the State Scholarship Board into the Maryland Higher
Education Commission and establishing the State Scholarship
Administration under the Commission and establishing the
State Scholarship Administration under the Commission;
authorizing the governing boards of the public institutions
of higher education to develop a policy for the waiver of
tuition and room and board for their faculty and employees;
altering the criteria for General State Scholarships;
