requiring the State Scholarship Administration to publicize
the availability of certain scholarships; consolidating and
expanding certain scholarship programs for nurses and
related fields; altering the amount of awards under the
Senatorial Scholarship Program and the Distinguished
Scholarship Program; altering the number of awards under the
Delegate Scholarship Program; exempting certain scholarship
applicants from a certain examination; establishing a Loan
Assistance Repayment Program to be administered by the State
Scholarship Administration and regaining the Administration
to perform certain responsibilities with regard to the Loan
Assistance Repayment Program; providing that funding for
certain programs be as provided in the State budget;
providing for the use of certain scholarship appropriations
for fiscal 1989; providing for the implementation of certain
scholarship programs; generally relating to certain
scholarship programs and funding formulas; establishing the
Maryland Tuition Savings Plan enacting auxiliary facilities
bonding authority for the University of Maryland System,
Morgan State University, and St. Mary's College of Maryland
and establishing the criteria for that authority;
establishing a liaison mechanism with the Maryland Higher
Education Loan Corporation; providing that certain entities
and officials are the successors of certain former entities
and officials; providing for the transfer of powers, duties,
and functions and rules and regulations, policies, permits
and licenses, forms, plans, memberships, funds,
appropriations, grants, contracts, property, assets,
investigations, proceedings, and rights; providing for the
consolidation of certain staffs and the maintenance,
transfer, or abolition of certain positions and
appointments; requiring a certain plan relating to the
consolidation of University of Maryland System Staff to be
submitted to the Legislative Policy Committee by a certain
date; requiring the overall plan to be developed by the
Board of Regents for the University of Maryland System to be
submitted to the General Assembly by a certain date;
providing for certain rights, benefits, and entitlements;
providing for initial appointments under this Act; providing
for an Acting Secretary of Higher Education who shall serve
until replaced in a certain manner; providing for the
validity of certain transactions; providing that certain
missions are continued without change until a certain date
new missions are approved; providing for the repeal of
certain laws or regulations inconsistent with this Act;
providing for the severability of this Act and the
prospective interpretation of a portion of this Act;
enacting the auxiliary facilities bonding authority for the
University and establishing the criteria for that authority;
and generally relating to the reform of the system of
coordination and governance of the institutions and segments
of higher education, to certain scholarship programs and
