the possession of the motor vehicle or part therof if his address
be known or if it can be ascertained by the exercise of
reasonable diligence. If such address cannot be ascertained,
this notice is not required.

(d)  The certificate of the BOARD OF county commissioners
that they have IT HAS sold such a motor vehicle at public auction
to a purchaser shall constitute sufficient evidence of title to
any motor vehicle so sold in order to enable the purchaser to
obtain a certificate of title and registration from the

Commissioner of Motor Vehicles of Maryland MOTOR VEHICLE

ADMINISTRATION.

(e)  After payment of the expenses of any sale held pursuant
to this section and the storage and repair charges incurred by
the county on account of the motor vehicle or part thereof, and
after payment of all liens filed against the motor vehicle or
part thereof, the balance of the monies, if any, received by the
county at the sale shall be held by the BOARD OF county
commissioners for a period of one year from the date of sale.
The BOARD [county commissioners] shall pay this balance to any
person who files a verified claim prior to the expiration of this
one year period, establishing that he is the owner or person
entitled to the possession of the motor vehicle or part thereof.
If no such claim is filed within the one year period, the
remaining balance for the sale of the motor vehicle or part
thereof shall be transferred to the general funds of the county.

(f)  This section does not apply or refer to vehicles in a
regularly operated gasoline service station, garage, or motor
vehicle junkyard or "graveyard".

14-1.

(a)  It is unlawful for any person who is not a resident of
Cecil County to conduct the business of or act as an itinerant or
door-to-door peddler or salesman of goods, wares or merchandise,
either by sample or otherwise in Cecil County unless he has
registered with the BOARD OF county commissioners.

(b)  The BOARD OF county commissioners shall prepare and
have available application forms for a peddler's license,
containing such provisions and information as in the opinion of
the BOARD [county commissioners] may be necessary to keep and A
complete listing of the persons in Cecil County who are engaged
in this occupation from time to time. The license shall be
issued upon application at a cost of five dollars ($5[.00]) for
each year; and the cost shall not be prorated for portions of a
year. The license year begins as of January 1.

(c)  Nothing in this section shall be construed or used to
apply to any person who is going from door-to-door in any
activity or enterprise which is conducted for and on behalf of
