may be necessary to advise and assist him; and the reasonable
cost of legal assistance and advice shall be paid by the BOARD OF
County Commissioners of Cecil County, upon the order of said
treasurer.

[(i) This section is intended to apply, and shall apply to
delinquent state and county taxes for the tax year 1935, as well
as to all such taxes for subsequent years; and all things done by
said treasurer, prior to May 18, 1937, and in respect of
delinquent taxes for the tax year 1935, whether done pursuant to
the provisions of this section or pursuant to the provisions of
chapter 128 of the Acts of 1935, shall have full force and effect
in law.]

11-1.

The BOARD OF county commissioners may adopt a Housing Code,
which code shall stipulate minimum housing standards in order to
make dwellings fit for human habitation.

13-1.

(a)  It is unlawful in Cecil County as provided in this
section to cause or permit an unlicensed junk motor vehicle or
parts thereof to be left on private or public property, in open
view of persons on a nearby highway. Failure to remove such a
vehicle or parts thereof within ten days after a written notice
of removal sent to the owner of record by any authorized police
officer is a misdemeanor, punishable upon conviction by a fine of
twenty-five dollars for each day after the ten days during which
the motor vehicle is not moved from the property.

(b)  In addition to the criminal penalty provided by this
section, the motor vehicle may be impounded by the board of
county commissioners and sold under the provisions of this
subtitle.

(c)  If any motor vehicle or part thereof is in the custody
of the board of county commissioners under the workings of this
section, and if the owner or person entitled to the possession
thereof cannot be located or fails to claim the motor vehicle or
part thereof for a period of sixty days after it came into the
custody of the BOARD OF county commissioners, the motor vehicle
or part thereof may be disposed of by the BOARD [county
commissioners] at public sale. Due advertisement of the time,
place and terms of the sale, together with a full detailed
description of the motor vehicle or part thereof, shall be
inserted in at least one newspaper of general circulation in the
county at least once each week for two successive weeks prior to
the sale. In addition, a notice by registered mail shall be sent
at least ten days prior to the sale to the owner and lien holder,
if any, shown on the records of the commissioner of motor
vehicles MOTOR VEHICLE ADMINISTRATOR, or the person entitled to
