any nonprofit, charitable, or eleemosynary agency or
organization; or to any person who is going from door-to-door in
the sale of farm produce or seafood of any kind which he has
produced or taken within the limits of Cecil County; or to any
person who is selling or delivering newspapers.

(d) Any person who violates any provision of this section
is guilty of a misdemeanor, and shall be subject upon conviction
thereof to a fine not to exceed five hundred dollars ($500[.00])
or to imprisonment for not to exceed three (3) months, or both
for each violation.

15-2.

Applicants for a permit as provided in section 15-1 shall be
required to give the location of the property, size of lot,
nature and size of building, or extent of additions or
alterations to existing building and the method of water supply
and sewage disposal and number and kind of plumbing fixtures to
be installed, on an application form obtainable at the office of
the BOARD OF county commissioners. The said application must be
accompanied by a drawing showing the size, shape and general
location of the owner's lot and the location of the existing or
proposed building thereon, and the water supply and sewage
disposal systems in existence or proposed. After said
application has been duly processed in [said] THE BOARD OF county
commissioners' office, it shall be delivered to the county health
department for processing and approval of the county health
officer. The health department shall not approve any application
for a permit in any case where it is evident to it that the
sanitary requirements cannot or will not be complied with by the
owner of the property or where the percolation tests show that a
seepage pit or tile field will not be satisfactory. When so
approved by the county health officer, the application shall be
returned to the office of the BOARD OF county commissioners who
shall issue to the applicant a "sanitary construction permit"
upon payment of the fee as determined under the following table:

1.  Inside plumbing and not more than (5) fixtures.... $5.00

2.  Each additional fixture............................50

3.  Percolation test.................................. 10.00

4.  Sewage disposal system............................ 5.00

15-4.

Inspection of the property before and during the
construction authorized by the "sanitary construction permit"
shall be made by an inspector appointed by the BOARD OF county
commissioners, who shall be authorized and empowered to go upon
the property whenever he deems it necessary or expedient to do so
