and proposals, and disclosure of certain information
relating to bids and proposals; revising the laws relating
to bonding requirements in connection with certain
procurements; revising the laws relating to certain types of
contracts and certain contract clauses; revising the laws
relating to certain inspections and audits of certain
persons awarded procurement contracts; revising the laws
relating to performance bonds, payment bonds and other
security for certain construction contracts; revising the
laws relating to the Maryland State Board of Contract
Appeals and generally relating to dispute resolution in
connection with contracts and procurements; revising the
laws relating to prevailing wage rates for public work
contracts; revising certain laws relating to the use of
American steel for certain contracts; revising the laws
prohibiting certain acts and specifying penalties and
damages for noncompliance; revising the laws relating to
debarment of contractors; repealing obsolete provisions
relating to escrow accounts on construction and
reconstruction contracts of the Department of Transportation
or the Maryland Transportation Authority; repealing certain
prohibitions against contract awards to persons found in
contempt by a federal court for failure to correct unfair
labor practices; providing for the effect, construction, and
effective date of the provisions of this Act; and generally
relating to procurement.
