(i) [4] 3 shall be licensed or retired pilots
with at least 5 years' experience;
(ii) 2 shall be members of the steamship
industry who actively employ pilots; and
(iii) 2 shall be consumers from the general
public.
(b) The following members of the Board may not have any
past or present employment or interest with or for the shipping
or maritime industry:
(1) The designee of the Secretary of Licensing and
Regulation; and
(2) The 2 consumer members.
(c) Five members shall constitute a quorum to do business.
The Governor shall designate a chairperson. A member may not
serve more than 2 consecutive terms.
(d) Of the first 4 members appointed to the Board, 2
members shall be appointed for 2-year terms and 2 members shall
be appointed for 1-year terms. Succeeding members shall be
appointed for 2-year terms, and any member shall be eligible to
succeed himself. Any vacancy which may occur in the Board shall
be filled by the Governor, with the advice of the Secretary of
Licensing and Regulation, as in the case of an original
appointment, for the remainder of the unexpired term.
(e) (1) The Board shall receive all fees and other charges
collectible pursuant to §§ 4, 7, 12, 13, and 14 of this article.
(2) The members of the Board shall receive the sum of
$500 annually, and shall further receive their reasonable
traveling expenses in attending meetings of the Board in
accordance with the Standard Travel Regulations; provided, that
the compensation shall be paid out of the fees or other sums
received by the Board.
(f) The exercise or performance of all powers, authority,
duties, and functions vested in the Board by the provisions of
this title shall be subject to the power and authority of the
Secretary of Licensing and Regulation as set forth in Article 41
of this Code, or elsewhere in the laws of this State.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.
