Mental Hygiene Administration
budget to pay for services
provided by this program.
Authorization is hereby granted
to use these receipts as special
funds for operating expenses in
this program.

Except for $510,000, which may be
transferred to the Victor Cullen
Center for the secure unit for
dually diagnosed individuals, all

appropriations provided for

Community Services 32.13.01.12
are to be used only for the
purposes herein appropriated, and
there shall be no budgetary
transfer by budget amendment or
otherwise from this program or
purpose without the approval of
the budget committees.

Furthermore, it is the intent of
the General Assembly that, except
for the Highland Health Facility
mental retardation unit, no
positions be transferred, either
directly or indirectly, from one
of the department's institutions
to the new secure unit for dually
diagnosed individuals at the
Victor Cullen Center.
