may not be expended or
committed unless approved by
the General Assembly through

adoption of a joint

resolution at the 1989

session;

(3) (4) The Department of

Transportation shall submit
to the Legislative Policy
Committee by October 1, 1988,
a report which includes the
following:

(a)  A detailed plan for the
light rail system (both
southern and northern

legs) including the

intermodal tie-ins to

Camden Station,

Baltimore-Washington
International Airport and
Penn Station.

(b)  An analysis of all

corridors in Maryland for
which light rail is
considered an appropriate

transportation mode,

including corridors

outside the Baltimore and
Washington metropolitan

areas; preliminary

estimates as to the cost
of providing light rail
service in the corridors;
and a tentative schedule

for constructing the

light rail systems;

(c)  An analysis of funds

required for the

Transportation Trust Fund
through fiscal 1998

including a capital

program involving the
following:

(i) all capital construction
projects included in the
