WILLIAM DONALD SCHAEFER, Governor Ch. 11
CONTRACTING AGENCIES OR POLITICAL SUBDIVISIONS UNDER ARTICLE 27,
§§ 680 THROUGH 681M OF THE CODE.
DRAFTER'S NOTE: This adds clarifying language to Article
31B, § 14.
The clarification was suggested by the Chief Counsel
to the General Assembly in his March 3, 1986 bill
review letter to the Director of the Department of
Legislative Reference of Ch. 5 of the Acts of 1986.
Ch. 5 of the Acts of 1986 replaced an obsolete
cross-reference to "consuming institutions", as
defined in Article 21, § 8-204(c) of the Annotated
Code of Maryland with a reference to "State Use
Industries". The Chief Counsel suggested that a more
inclusive reference, to "contracting agencies or
political subdivisions".
Ch. 5 of the Acts of 1986 also deleted a provision
requiring "All such activities [to] be conducted in
accordance with the provisions of Article 21, § 8-204
of the Annotated Code of Maryland", again because the
cross-reference was obsolete. The Chief Counsel
suggested that a limiting reference to Article 27, §§
680 through 681M of the Code should have been
retained.
Article 33 - Election Code
2-1.
(j) In the event that the person appointed by the Governor
is rejected by the Senate or the House of Delegates, as the case
may be, the Governor shall appoint another person from the list
of names originally submitted by the central committee. If said
original list is exhausted by subsequent appointments of the
Governor and Senate or House rejection of all such appointees,
the Governor shall call upon the central committee for the county
or city, as the case may be, for a supplemental list of at least
four names as provided in subsection (i) [hereof] OF THIS
SECTION, from which list the Governor shall make successive
appointments until the original and supplemental list are
entirely exhausted.
Appointments of members and substitute members of boards
shall be made subject to confirmation by the Senate of Maryland,
except as provided in this subsection. In Caroline, Dorchester
and Kent counties, at any time when there is no Senator elected
from any one of these counties who is a resident of the
particular county, the confirmation in such case shall be made by
the House of Delegates of Maryland.
