that $1,400,000 for the purpose
of drayage subsidy may not be
expended for any other purpose
without approval of the Budget
Committees and may not be
expended after October 1, 1987

unless the administration

demonstrates and the Budget
Committees find that the drayage
subsidy program has resulted in
at least a five percent increase
in market share when comparing
the Baltimore market share for
import/export containers by rail
with that of the Ports of
Virginia. Comparison should be
made between the July 1, 1986
through December 31, 1986 and
January 1, 1987 through June 30,
1987 periods.
And be it further provided that

four maintenance positions

authorized in this budget may not
be reclassified without approval
of the Budget Committees.........
