MARYLAND PORT ADMINISTRATION
29.04.00.01 Port Operations
Special Fund Appropriation,
provided that the amounts
appropriated for the purposes
indicated may not be expended for
any other purpose without
approval of the Budget Committees
and shall be subject to the
following restrictions:
(a) $293,000 for operating the
World Trade Center may not be
expended until the Budget
Committees approve a plan for
reducing operating costs of the
building by at least 10 percent;
(b) $1,400,000 for the purpose of
drayage subsidy may not be
expended after October 1, 1987
unless the Administration
demonstrates and the Budget
Committees find that the drayage
subsidy program has resulted in
at least a 5 percent increase in
market share when comparing the
Baltimore market share for
import/export containers by rail
with that of the Ports of
Virginia. Comparisons should be
made for the period of July 1,
1986 December 31, 1986 and
January 1, 1987 June 30, 1987;
and
(c) $100,000 for the new
International Longshoremen's
Association/Port Administration
business team may not be expended
after December 1, 1987 unless the
Administration submits a report
detailing specific examples of
where this team has improved the
port's attractiveness to business
and its labor climate. provided
