AN ACT amending Title 23 "Insurance" of the Howard County
Code in order to clarify the County's insurance provisions; to

clarify that the County may enter into agreements with

governmental agencies in Howard County for pooled self-insurance;
and to establish the Board of the Self-insurance Program Fund.
re-name the Title, clarify the County's risk management
provisions; to clarify that the County may enter into agreements
with governmental agencies in Howard County for pooled
comprehensive risk management; to re-name the Self-insurance
Program Fund as the Risk Management Fund; to establish the Risk
Management Committee and to set forth the duties of the Risk
Management Committee.

[Amending Sections 23.100 through 23.102 and 23.200 through
23.202 of the Howard County Code]

Bill No. 58

AN ACT amending Section 1.210 "Standards for Positions",
Section 1.211 "Incorporation of Class Specifications" and Section
1.301 "Classification and Grades of Classified Positions" of the
Howard County Code in order to delete the position of Procurement
Specialist; to add the positions of Assistant Purchasing
Administrator, Permit Clerk I/II, Permit Technician, and Licenses
and Permits Supervisor to the position classification
specifications for classified employees; to add the grades for
those positions to the list of pay grades for classified
employees; and to change the pay grade for Fleet Maintenance
Supervisor, Utilities Supervisor and Highway Supervisor.

Effective Date December 8, 1986.

and Grades of Executive Exempt Positions" and Section 1.303
"Appointment, Classification and Grades of Miscellaneous Exempt
Positions" of the Howard County Code in order to add the
