LAWS OF MARYLAND

(c)  The proceeds collected from the County fire and rescue
tax shall thereafter be paid by the County Commissioners on
September 30 and June 30 of each year, beginning on September 30,
1984, to all the fire departments and rescue squads, including
mobile intensive care units, in Charles County. The proceeds
shall be distributed as directed by the Board of Fire and Rescue
Commissioners, which shall be composed of seven members, one of
whom shall be a County Commissioner of Charles County, two of
whom shall be appointed by the commissioners of Charles County,
one of whom shall be elected by the Charles County Volunteer
Firemen's Association, one of whom shall be elected by the
Charles County Association of Emergency Medical Services, and two
of whom shall be appointed by the Governor. The gubernatorial
members of the Board of Fire and Rescue Commissioners shall serve
without compensation for terms of four years each, and the
remaining members shall serve without compensation for one year

terms, with vacancies to be filled in the same manner as the
original membership was filled. Also, the most recently
appointed gubernatorial member shall be a person who is not
affiliated with the Firemen's Association or Emergency Medical
Services of Charles County. The initial term of this member
shall be until July 1, 1979. Thereafter, the [four] TWO
gubernatorial members shall be comprised of [two persons] ONE
PERSON not affiliated with the Firemen's Association or Emergency
Medical Services of Charles County, and [two persons] ONE PERSON
who [are] IS knowledgeable of the operational functions of the
Firemen's Association and Emergency Medical Services of Charles
County.

(d)  The Board of Fire and Rescue Commissioners shall review
the financing of the fire departments and rescue squads including
mobile intensive care units in Charles County and make
appropriate recommendations with respect thereto. Distribution
of funds, constituting the proceeds of the fire and rescue tax,
shall be to the various fire departments, rescue squads, and
mobile intensive care units in accordance with a formula agreed
upon by the Board of Fire and Rescue Commissioners and the
Executive Committee of the Charles County Volunteer Firemen's
Association and the executive committee of the Charles County
Association of Emergency Medical Services, providing, however,
that if such agreement cannot be reached the formula employed in
the previous year's distribution shall continue in use until such
agreement is reached. The funds received from the fire and
rescue tax shall be allocated and distributed as follows:

(1)  Revenue derived from 10 cents of the fire and
rescue tax shall be distributed to the various fire departments
of Charles County;

(2)  Revenue derived from 4 cents of the fire and
rescue tax shall be distributed to the various rescue squads and
mobile intensive care units of Charles County; and
