WILLIAM DONALD SCHAEFER, Governor

misfeasance, or nonfeasance in office committed by an officer of
the State, or of an agency of the State, or of a political
subdivision of the State, or of a bicounty or multicounty agency
in the State shall be instituted within two years after the
offense was committed.

(f) A prosecution for conspiracy to commit any of the
offenses enumerated in subsection (e) shall be instituted within
two years after the offense was committed.

(L) EXCEPT AS PROVIDED IN SUBSECTION (F) OF THIS SECTION,
THE STATUTE OF LIMITATIONS FOR THE PROSECUTION OF THE CRIME OF
CONSPIRACY IS THE STATUTE OF LIMITATIONS FOR THE PROSECUTION OF
THE SUBSTANTIVE CRIME THAT IS THE SUBJECT OF THE CONSPIRACY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 451.

This bill permits a municipal corporation whose employees
participate in the State employees' retirement or pension systems
to withdraw and transfer under certain circumstances certain
groups of employees to a local retirement system.

Senate Bill 90, which was passed by the General Assembly and
signed by me on April 29, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 451.
