WILLIAM DONALD SCHAEFER, Governor
(1) Holds a master's degree in a professional
counseling field or completed a program of studies judged by the
Board to be substantially equivalent in subject matter and extent
of training to a master's degree in a professional counseling
field;
(2) Completed not less than 3 years of supervised
experience in counseling approved by the Board, 2 years of which
shall have been completed after the award of the master's degree
or its substantial equivalent; and
(3) Passed an examination approved by the Board.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 663.
This bill accomplishes the same basic purpose as House Bill
1038, which passed by the General Assembly and was signed by me
on June 2, 1987. Senate Bill 663 expands the types of
organizations entitled to afford their agents immunity from
ordinary negligence units by carrying minimum insurance coverage.
Senate Bill 663 differs, however, from House Bill 1038 by
permitting the organizations to establish a self-insurance
program as an alternative to traditional insurance coverage.
Self-insurance has become an increasingly popular
alternative to statutory insurance requirements. While many
diverse groups are currently permitted to self-insure, there is
no comprehensive approach or oversight to this growing area. To
meet this challenge, I have appointed the Governor's Commission
on Self-insurance to review and to make recommendations on the
appropriate State response. I am, accordingly, reluctant to
authorize an entirely new self-insurance program without benefit
of the Commission's report.
Therefore, I have decided to veto Senate Bill 663.
