WILLIAM DONALD SCHAEFER, Governor

WHEREAS, Existing public and private programs available to
assist women and minority business entrepeneurs entrepreneurs are
not utilized to the extent possible; and

WHEREAS, The incidence of success of women and minorities in
business could be increased by better information, better
programs and easier access to the program programs; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a task force to study women
and minority business entrepeneurs entrepreneurs; and be it
further

RESOLVED, That the Task Force be composed of:

(1)  2 members of the House of Delegates, appointed by
the Speaker of the House, and 2 members of the Senate of
Maryland, appointed by the President of the Senate; and

(2)  A representative of the Department of Economic
and Community Development; a representative of the Department of
General Services; a representative of the financial community; a
representative of higher education and a representative from the
Maryland Commission on Women; and

(3)  5 women and minority business owners representing
both traditional and nontraditional businesses; a member of the
public; and a designee of the Governor, all of whom to be
appointed by the Governor; and be it further

RESOLVED, That the Governor designate the Chairman of the
Task Force; and be it further

RESOLVED, That     the Task Force report its findings and

recommendations to     the General Assembly and the Governor in 2

reports by December   15, 1987 and December 15, 1988; and be it
further

RESOLVED, That staff for the Task Force be provided by the
Governor's Office; and be it further

RESOLVED, That the Task Force shall:

(1)  Review current State financed programs to ensure
that they are meeting their statutory responsibility regarding
women and minority business entrepeneurs entrepreneurs;

(2)  Evaluate the effectiveness and outreach of
existing training and management programs available to women and
minorities in business through the United States Government's
Small Business Administration, SCORE (Senior Core of Retired
