Community Development and other programs;

(3)  Examine the procurement process to determine the
degree of participation by women-owned and minority-owned
businesses and how to improve their access to the process;

(4)  Review bank loan programs and management
assistance services to ensure that the women-owned and
minority-owned business community is aware of all the forms of
assistance available;

(5)  Examine and make recommendations for the creation
of a venture capital network or other mechanism that provides
access to capital;

(6)  Examine incubator programs designed for women and
minority business entrepeneurs entrepreneurs;

(7)  Identify problem areas that inhibit the ability
of women and minorities to participate fully in business; and

(8)  Make recommendations; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to J. Randall Evans,
Secretary of Economic and Community Development, 45 Calvert St.,
Annapolis, Maryland 21401; Earl F. Seboda, Secretary of General
Services, 301 W. Preston Street, Baltimore, MD 21201; and the
Honorable William Donald Schaefer, Governor of Maryland; the
Honorable Thomas V. Mike Miller, Jr., President of the Senate of
Maryland; and the Honorable R. Clayton Mitchell, Jr., Speaker of
the House of Delegates.
