A House Joint Resolution concerning
Governor's Task Force on Mandated Health Insurance Benefits
FOR the purpose of requesting the Governor to establish a Task
Force on Mandated Health Insurance Benefits; designating the
membership of the Task Force; stating the charge to the Task
Force; and requesting a final report prior to November 1,
1987.
WHEREAS, The General Assembly of Maryland since 1967 has
enacted more than 20 mandated benefit laws requiring health
insurance coverage for the treatment of various illnesses,
conditions, and disorders and for the services of various health
care providers; and
WHEREAS, Mandated benefit legislation is controversial and
gives rise to valid concerns on the part of employers, employees,
insurers, providers, and consumers; and
WHEREAS, The mandated benefit laws in this State have been
enacted on a piecemeal basis without the orderly development of a
coherent policy or statutory structure; and
WHEREAS, It is the intent of the General Assembly of
Maryland that a coherent policy and statutory structure with
respect to mandated health insurance benefits be developed for
the purpose of rationalizing existing law and providing guidance
in the future when new mandated benefit legislation is proposed;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Task Force on Mandated
Health Insurance Benefits consisting of the following members,
one of whom shall be designated by the Governor as chairman:
(1) Secretary of Personnel;
