(2)  Secretary of Budget and Fiscal Planning;

(3)  Secretary of Health and Mental Hygiene;

(4)  Insurance Commissioner;

(5)  2 3 members of the Senate designated by the
President, one of whom shall be the Chairman, Senate Finance
Committee;

(6)  2 3 members of the House of Delegates designated by
the Speaker, one of whom shall be the Chairman, House Committee
on Economic Matters;

(7)  Representative of insured employer;

(8)  Representative of self-insured employer;

(9)  Representative of commercial health insurance company;

(10)  Representative of nonprofit health service plan;

(11)  Representative of health maintenance organization;

(12)  Representative of hospital;

(13)  4 5 licensed health care providers, one of whom
shall be a licensed physician and one of whom shall be a mental
health care provider;

(14)  3 consumer representatives;

(15)  Representative of State employees; and

(16)  Representative of organized labor; and be it further

RESOLVED, That the Task Force on Mandated Health Insurance
Benefits, have the following charge:

(1)  To investigate the impact of mandated benefit laws on
the people of this State to determine both the benefits derived
from, and the economic and social costs relating, to these laws;

(2)  To develop a coherent policy and statutory structure
with respect to mandated health insurance benefits; and

(3)  To recommend legislation to implement the policy
developed by the Task Force; and be it further

RESOLVED, That staffing for the Task Force shall be provided
or arranged by the Office of the Governor; and be it further
