that urgent circumstances require prompt action and that the
selection of an architectural-engineering firm for a particular
project be made on an expedited basis, that an expedited
selection best serves the public interest, and that the need for
the expedited selection outweighs the benefits of making a
selection under [Section 19-109 of this article] THIS SECTION.
19-209.
(b) (I) The General Selection Board shall waive the
requirements of subsection (a) of this section if:
(v) Upon the recommendation of the Secretary of
General Services, accompanied by a finding by the Governor of
extraordinary circumstances, the Board of Public Works determines
that urgent circumstances require prompt action and that the
selection of an architectural-engineering firm for a particular
project be made on an expedited basis, that an expedited
selection best serves the public interest, and that the need for
the expedited selection outweighs the benefits of making a
selection under [§ 19-209 of this article] THIS SECTION.
DRAFTER'S NOTE: This corrects stylistic errors in internal
references in §§ 19-109(b)(1)(v) and 19-209(b)(1)(v)
of the State Finance and Procurement Article.
The stylistic errors occurred in Ch. 372 of the Acts
of 1986.

(a) (1) After each regular session, the Department shall
compile and index:
(i) the laws that are enacted during that
session;
(ii) the executive orders that have been
delivered to the Department under § 3-405 of this article since
the last compilation;
(iii) the certificates of the [Secretary of
State] ADMINISTRATIVE BOARD OF ELECTION LAWS as to the referendum
vote on a law, if the vote has not been published previously; and
(iv) the titles of laws and statements of
