LAWS OF MARYLAND
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 22 - Washington County
6-202.
[(b) (1) The powers and duties conferred on the District by
this subtitle shall be exercised only in subdistricts, the
creation of which may be initiated by the Commission on its own
motion, at the suggestion of the County or by a petition signed
by not less than 50 property owners residing in any locality in
the District.]
(B) (1) IN THIS SECTION "PROPERTY OWNER" INCLUDES COOWNERS
OF ONE PROPERTY.
(2) EXCEPT FOR THE CONDEMNATION POWERS CONTAINED IN §
6-401(B)(8) OF THIS SUBTITLE, THE COMMISSION SHALL EXERCISE THE
POWERS AND DUTIES CONFERRED ON THE DISTRICT BY THIS SUBTITLE
TITLE ONLY IN SUBDISTRICTS.
(3) THE COMMISSION MAY INITIATE THE CREATION OF A
SUBDISTRICT:
(I) ON THE COMMISSION'S MOTION;
(II) ON THE COMMISSION'S MOTION AT THE REQUEST
OF THE COUNTY; OR
(III) ON THE COMMISSION'S MOTION AFTER THE
COMMISSION RECEIVES A PETITION, THAT DESCRIBES THE BOUNDARIES OF
THE LOCALITY TO BE A SUBDISTRICT, SIGNED BY NOT LESS THAN:
1. 50 PROPERTY OWNERS RESIDING IN ANY
LOCALITY IN THE DISTRICT; OR
2. 65% OF THOSE PROPERTY OWNERS RESIDING
IN ANY LOCALITY IN THE DISTRICT WHICH HAS LESS THAN 75 OWNERS.

(b) By and through the Commission, the district has all
powers necessary or convenient for carrying out its purposes,
including all powers conferred by the public general laws of
Maryland on the County or other public instrumentalities or
corporations or on municipal corporations, in connection with the
construction, maintenance, and operation of water systems,
sewerage systems, and surface water drainage systems, when those
powers are delegated by the public general law to the District,
and including but without limiting the generality of this grant,
the following specific rights and powers:
