clarifying that notes or bonds issued are of the Sanitary
District but not guaranteed by Washington County; requiring
all notes or bonds issued by the Sanitary District to be
obligations of the Sanitary District which the Sanitary
District shall pay in full; requiring the Washington County
Sanitary Commission to create separate capital accounts for
each project under certain circumstances; providing for the
calculation of special assessments or other charges imposed
or made by the Washington County Sanitary Commission;
prohibiting the taxation of notes by certain units of
government; authorizing the Washington County Sanitary
Commission to impose an assessment on certain properties in
a sanitary subdistrict that are connected to a water system;
requiring all septic tank systems located on properties
connected to sewers provided by the Washington County
Sanitary Commission to be left in a sanitary condition;
authorizing the Washington County Sanitary Commission to
require payment for service that is available even if the
property has not been connected; clarifying language; and
generally relating to the Washington County Sanitary
Districts.
