SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 27 - Crimes and Punishments

403B.

(a)  For purposes of this section, a violation of the
provisions of this subheading is deemed a Code violation and is a
civil offense.

(b)  A law enforcement officer authorized to make arrests
shall issue a citation to a person if the officer has probable
cause to believe that a person is committing or has committed a
Code violation.

(c)  (1) A citation issued under this section shall be
signed by the issuing officer and shall contain:

(i) The name and address of the person charged;

(ii) The person's signature;

(iii) The statute allegedly violated;

(iv) The date, location, and time that the
violation occurred;

(v) The [amount of the fine assessed] PENALTY
FINE THAT MAY BE IMPOSED;

(vi) [The manner, location, and time in which
the fine may be paid to the issuing jurisdiction] A NOTICE
STATING THAT PREPAYMENT OF THE PENALTY FINE IS NOT PERMITTED; and

(vii) [The person's right to elect to stand
trial for the infraction] A NOTICE STATING THAT THE DISTRICT
COURT SHALL PROMPTLY SEND THE PERSON A SUMMONS TO APPEAR FOR
TRIAL.
