(4) A member removed under this subsection has the
right to a de novo review of the removal by the Circuit Court for
Charles County.

SECTION 2. AND BE IT FURTHER ENACTED, That the incumbent
members of the Charles County Board who hold office on July 1,
1987 shall serve out their terms and continue to hold office
until their successors are elected.

SECTION 3. AND BE IT FURTHER ENACTED, That, in accordance
with Section 4 of this Act, the terms of the members of the
Charles County Board that begin in 1990 shall expire as follows:

(1)  4 members in 1994; and

(2)  3 members in 1992.

SECTION 4. AND BE IT FURTHER ENACTED, That in the election
of 1990, the 4 individuals who receive the highest numbers of
votes shall be elected for 4-year terms, and the other 3
individuals who are elected shall be elected for 2-year terms a
2-year term. Thereafter, all members of the Charles County Board
shall run for and be elected to a 4-year term 4-year terms.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning

Alcoholic Beverages - Offenses - Disposition

FOR the purpose of repealing provisions of law allowing and
relating to the prepayment of fines upon violation of
alcoholic beverages offenses; providing for certain notice
to offenders; altering the penalty to include mandatory
community service; raising the maximum fine for repeat
violations; providing for a mandatory trial and repealing
provisions of law allowing election of trial; providing that
the court may suspend or defer service to the community;
