this subtitle, see § l-101(f) of this article.

(D)  REFUSE DISPOSAL SYSTEM.
"REFUSE DISPOSAL SYSTEM" INCLUDES:

(1)  AN INCINERATOR;

(2)  A TRANSFER STATION;
(3) A LANDFILL SYSTEM;

(4)  A LANDFILL; AND

(5)  ANY OTHER REFUSE DISPOSAL SYSTEM.

REVISOR'S NOTE: This subsection is new language added to
this section to avoid dissimilar references throughout
this subtitle to the term "landfill system". All of
the items of this subsection are parts of a refuse
disposal system.

(E)  SEWAGE.
"SEWAGE" MEANS:

(1)  ANY HUMAN OR ANIMAL EXCRETION OR WATER-CARRIED
DOMESTIC WASTE; OR

(2)  A MIXTURE OF INDUSTRIAL WASTE AND ANY OF THE
THINGS IN ITEM (1) OF THIS SUBSECTION.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from former HE § 9-201(c),
and is revised for clarity to conform to the
administrative interpretation of the Department.

In item (1) of this subsection, the term
"water-carried domestic waste" is substituted for the
former terms "street wash" and "domestic waste", in
part because the concept of being carried by water is
clearly a part of the definition of "sewage". The
term "water-carried domestic waste" also helps to
distinguish "sewage", as defined in this subsection,
from a "landfill". Additionally, the former term
"street wash" is deleted since stormwater runoff is
regulated under Subtitle 3 of this title, and not this
Subtitle 2.

In item (2) of this subsection, the term "industrial-
waste" is substituted for the former term
"manufacturing waste", for consistency with other
