(F) SEWAGE SLUDGE.

"SEWAGE SLUDGE" MEANS ANY THICKENED LIQUID, SUSPENSION,
SETTLED SOLID, OR DRIED RESIDUE THAT A SEWAGE TREATMENT PLANT
EXTRACTS FROM SEWAGE.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from the first clause of
former HE § 9-201(g).

The terms "thickened liquid" and "suspension" are
substituted for the former term "accumulated
semiliquid suspension" to clarify an obscure and
possibly inaccurate term. Since there are no
"semiliquid suspensions" but there are "suspensions",
the latter term is retained. "Thickened liquid"
expresses more accurately the apparent meaning of
"semiliquid". The former reference to "accumulated"
is deleted as unnecessary.

The term "sewage treatment plant" is substituted for
the former term "wastewater treatment plant", for
clarity.

The former reference to a dried residue "of these
solids" is deleted as unnecessary.

The second clause of former HE § 9-201(g), which
referred to "whether or not these solids have been
chemically treated", is deleted for clarity, since it
is immaterial whether or not a sewage treatment plant
treats all of its sewage with chemicals.- The result
is still sewage sludge.

(G) SEWAGE SLUDGE GENERATOR.

(1)  "SEWAGE SLUDGE GENERATOR" MEANS A PERSON WHO OWNS
OR OPERATES A FACILITY THAT RECEIVES AND PROCESSES SEWAGE AND
PRODUCES SEWAGE SLUDGE IN THIS STATE.

(2)  "SEWAGE SLUDGE GENERATOR" INCLUDES:

(I) THE WASHINGTON SUBURBAN SANITARY

COMMISSION; AND

(II) THE MARYLAND ENVIRONMENTAL SERVICE.
