The Chairman of the Oversight Committee shall be designated
by the President of the Senate of Maryland and the Speaker of the
House of Delegates. The Oversight Committee shall examine and
evaluate the condition of the medical liability insurance
structure in Maryland and the effect of this Act and other tort
and insurance reform acts on that structure. The Insurance
Commissioner shall cooperate fully with the Oversight Committee
and shall keep the Oversight Committee fully informed as to the
condition of medical liability insurance in the State of Maryland
and the effect of this Act and other tort and insurance reform
acts on medical liability insurance in the State. The Insurance
Commissioner shall make an annual report to the Oversight
Committee on or before October 1 of each year on the condition of
medical liability insurance and the effect of this Act and. other
tort and insurance reform acts on medical liability insurance in
this State. The Oversight Committee shall report to the Governor
and the Legislative Policy Committee on December 31 of each year.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act applies
only to actions arising from events occurring on or after the
effective date of this Act.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

FOR the purpose of authorizing the creation of a State debt in

the amount of One Hundred Eight Million, Eleven Thousand

Dollars ($100,011,000) Ninety-Nine Million, Four Hundred

Sixty One Thousand Dollars ($99,461,000) Ninety-Nine

Million, Eighty-Seven Thousand Dollars ($99,087,000)
Ninety-Nine Million, Eight Hundred Thirty-Nine Thousand
Dollars ($99,839,000), the proceeds to be used for certain
necessary building, construction, demolition, planning,
renovation, conversion, replacement, and equipment purposes
of this State and for acquiring certain real estate in
connection therewith, and for grants to certain subdivisions
