problems occurring in the community surrounding the Airport; now,
therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(C) BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT MAY NOT:
(1) EXPAND BEYOND ITS CURRENT GEOGRAPHIC BOUNDARIES;
(2) CONSTRUCT A NEW BUILDING, TERMINAL, FUEL DEPOT,
OR OTHER FACILITY FOR THE PURPOSES OF EXPANDING SERVICES OR
OPERATIONS;
(3) CONSTRUCT A NEW RUNWAY IN ORDER TO INCREASE THE
NUMBER OF FLIGHTS WHICH ARRIVE AT OR DEPART FROM THE AIRPORT; OR
(4) EXCEPT IN AN EMERGENCY, INCREASE THE NUMBER OF
FLIGHTS THAT ARRIVE AT OR DEPART FROM THE AIRPORT.
Preamble
WHEREAS, Residents near the Baltimore-Washington
International Airport regularly complain about the excessive
noise, polluted air, and continued discomfort associated with the
arrival and departure of jet airliners; and
WHEREAS, The value of property and the quality of life in a
community may decline in relation to its proximity to an airport;
and
WHEREAS, The General Assembly finds any construction of any
new runway at BWI Airport should be preceded by adequate planning
to assure noise abatement and reduced highway congestion in the
communities surrounding the Airport; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows;

(C) THE ADMINISTRATION MAY NOT BEGIN CONSTRUCTION OF THE
NEW PARALLEL TRANSPORT RUNWAY, IDENTIFIED IN THE AIRPORT MASTER
PLAN AS RUNWAY 10 R/28L, UNTIL;
