AN ACT concerning
Baltimore-Washington International Airport -
Runway Expansion - Prohibition Restrictions
FOR the purpose of prohibiting an expansion of
Baltimore-Washington International Airport beyond its
current geographic boundaries; prohibiting construction of
from constructing certain buildings and runways for certain
purposes; prohibiting an increase in the number of flights
that arrive at or depart from the airport except under
certain circumstances until after the State Aviation
Administration takes certain actions relating to airport
noise abatement and the State Highway Administration
completes certain highway projects; requiring a certain
pilot program and a certain report; and generally relating
to a prohibition against expansion of runways at
Baltimore-Washington International Airport until after
certain actions are taken.

Preamble
WHEREAS, Residents near the Baltimore-Washington
international Airport regularly complain about the excessive
noise, polluted air, and continued discomfort associated with the
arrival and departure of jet airliners; and
WHEREAS, The value of property and the quality of life in a
community tend to decline in relation to its proximity to an
airport; and
WHEREAS, Expansion of the Airport would continue to threaten
the physical and emotional health of the residents of the
surrounding community; and
WHEREAS, The General Assembly finds that prohibiting any
further expansion of the Airport will prevent escalation of the
