(e) "Electric company" has the meaning specified in Article
78, Section 2 of the Annotated Code of Maryland.
(f) "Emergency services" means law enforcement, fire
fighting, emergency road services, and emergency medical
services.
(g) "Energy emergency." means a state of emergency declared
by the Governor under Article 41, Section 2-101 (c-1)(1) of the
Annotated Code of Maryland.
(h) "Energy production" means the processing, production,
and distribution of energy resources including solar energy, fuel
produced from any organic material (including wood, wastes,
petroleum, coal, and natural gas), geothermal, nuclear energy and
electrical energy (other than electric energy produced utilizing
petroleum-based fuels).
(i) "Passenger transportation services" means publicly and
privately owned air and surface operations for transporting
members of the general public; bus transportation of pupils to
and from school sponsored activities; and vanpool operations; and
includes facilities necessary to support such operations.
(j) "Person" means any natural, person, company, firm,
cooperative, partnership, corporation, association, consortium,
unincorporated organization, trust, estate, any entity organized
for a common business purpose, or any federal, State; or local
government and any agency or instrumentality of those
governments;
(k) "Prime supplier" means the supplier who makes the
first sale into the State distribution system of any product
subject to the State set-aside which is intended for consumption
within the State.
(1) "Sanitation services" means the collection and disposal
of solid wastes, whether by public or private entities, and the
maintenance, operation, and repair of liquid purification and
waste facilities.
(m) "Social services agency use" means usage by public or
private nonprofit social services agencies which operate programs
for the provision of essential health and welfare service.
(n) "State set-aside volume" means with respect to a
particular State set-aside product, a particular time period, and
a particular prime supplier; the State set-aside percentage level
for that product applied to that prime supplier's estimated
portion of its total supply for that time period which will be
sold into the State distribution system for consumption within
the State.
